Indigenous representatives who are elected to Victoria’s new assembly that’s being set up as part of the state’s Treaty agreement will pocket salaries of more than $197,000, with co-chairs set to take home almost $350,000. Elections for the state’s new Indigenous entity, called Gellung Wurl, will kick off in April, with 33 members to be chosen to form the assembly that will vote on how to guide the state on laws and policies impacting Indigenous Victorians. With the preselection period looming, a newly released document has outlined the generous pay packets on offer. General members will take home $197,683 a year, those on higher duties will receive an extra $29,851, and the co‑chairs will earn $348,000, amounting to more than $6 million a year in wages. Picture: Nadir Kinani The pay packet is double what members of the First Peoples’ Assembly of Victoria currently receive, which is $96,946. That body will be abolished to make way for the new entity, which will officially convene on May 1.
The new salary bands were approved by a panel that included a member of the Victorian Independent Remuneration Tribunal. The pay packets are only slightly lower than the salaries of MPs elected to the Victorian parliament, who currently receive $211,972. However, it’s not yet clear if all the elected members who take positions will have to work full-time. Victoria was the first state or territory in Australia to negotiate a Treaty with First Peoples. Instead a full‑time commitment is only “expected” given “the significant community and cultural expectations on members” the document revealed. “Members will decide together on the specific time commitment when they start,” the document said. It also states that the officials may take on other employment while in the role, provided they do not work in government departments or for ministers or politicians. “The Assembly member role is expected to be full‑time, but members will decide together on the specific time commitment when they start. This may include deciding whether members can hold other paid or unpaid roles on a part‑time or occasional basis, including to meet community or cultural expectations,” the document said.
A spokesperson for the First Peoples’ Assembly of Victoria said the pay packets were justified given the importance of the roles that will represent Indigenous Victorians and are pivotal to the rollout of the Treaty agreement. “Assembly Members are the elected representatives for the Aboriginal Community in Victoria and for the next term of the Assembly, Members’ stipends were set by an Independent Remuneration Panel as a matter of best practice and fall at a level slightly below that of a backbench State MP,” they said. They added that the first two terms of the new body will see “a Treaty-making process from the ground up, we’ve had the country’s first official truth-telling process and we’ve negotiated, signed and passed through parliament Australia’s first Treaty” “It’s an honour to be an Assembly Member and to be part of making history with Treaty – it’s also a lot of hard work. So it’s important Members are paid appropriately.” But they said the elected officials will be held to “important conflict of interest protections”, like Victorian MPs. It’s expected more than 30,000 Indigenous Victorians will be eligible to participate in the upcoming election.
